Hi Jim,
Tubasti was a white glue and I think Pastali also? There's an auto parts item
called "Road Tar Remover" that should soften it up quite a bit. If that
doesn't work, glue over it. Doesn't sound like it's coming off. However,
always check by trying to push the tire off the rim before you ride it.
