Though his Tour de France win was actually in 1959, could you be referring to Fedrico Bahamontes (The Eagle of Toledo) who was also King of the Mountain for '57, '58, '59, '62, '63 and '64? Otherwise, the only other Spaniard in that time frame to win the TDF was Luis Ocana in 1973.
