Actually, I think that the transition was gradual, and may have started earlier as Chuck suggests. The trend certainly came earlier on certain bikes, but I would like to know when it got started in earnest. The Gios Torino I had ('79, I believe) had nutted mounting. I think recessed mounting was pretty ubiquitous by the mid 80's an on, but my '83 Stan Pike uses nutted brakes, as does the '84 Picchio on ebay (if it is, indeed, an '84). I really can't think of much else that late that still had nutted mounting. Trek made the transition in '81. When did the manufacturers start producing recessed mount brake sets? What was the reason? Was this a CPSC thing?
