The frame featured is simply listed as a 'Road Track frameset' and is built throughout with Reynolds 531 db tubing with 73 degree parallel angles. However there are differences from Neil's frameset - the forks are listed as oval and the lugs as 'feature cut' which does not mean Nervex Pro as they are specced on one or two of the other frames. I suspect that Neill's frameset is a year or so later. Road Track frames are not listed in the 1957 or 1958 catalogues so that makes the time period 1955-1956 as being the most likely.
