Finding 24 and 28 hole hubs shouldn't be that hard. Back in the day all were readily available in both road and track and large or small flange. What I have I've had since new. I have quite a few of both but parting with any is out since everything is on bikes. My favorite wheels are 24 hole large flange track, cross two (tied with dental floss and white glue) on 650c tubular Sun rims. Nothing is quite the ultimate racing bike like a 48cm 650c wheel track bike. Pure and more effecient than anything else known to man.
I wouldn't suggest 24 hole wheels for everyday use unless you're using 650c rims and you're riding a small frame. Don't exceed 126mm spacing if you use your rims. I suspect there are quite a few 24 hole hubs in England since they have a passion for time trials and light wheels. good luck.
