Hi Bill:

The Schwinn Voyageur (was your Freudian slip showing?) 11.8 was made by National (Panasonic) in Japan. We sold them in the Schwinn/Raleigh/Fuji/etc. shop that I was at in the late '70s. I'd guess circa 1978 or so.

The 11.8 refers to the total bike weight in kilos (about 26 pounds). It was a competent bike that was well-made of 4130 chrome-moly IIRC. I'd be a little concerned if the chrome is only fair at this point - generally their chrome quality was very good.
