the first references to the "pro 3 attaches" crankset that ive found are in the late 60s - around 1969 is the first advertisement for them i have in my material. could be slightly earlier than that, though.

the chainrings are still available either through ta or can be found used with not too much trouble.

im not sure when they stopped using the blanking caps on the back of the pedal threads, though - i wouldnt be surprised if it were pretty soon after introduction, cause they tend to get punched out if youre not careful, and dont seem to serve any real purpose...
