If Bianchi sells a lugged steel frame, I sure haven't seen it advertised. The last lugged steel Bianchis I know of were discontinued soon after I bought my two Bianchi TSX-UL frames in 1997 or 1998. I think the other lugged steel model was the EL-OS, discontinued about the same time. Reparto Corsa might do lugged steel on special order, just as some of the other manufacturers might, and some make "replica" frames, but I don't think another manufacturer with anything like Colnago's volume makes and widely advertises a lugged steel frame as part of their mainstream lineup.
