I believe you're referring to Cyclery North of Chicago. Some really great frames. Bob Rutkowski has on of the nicest quasi-path racers with the same sort of Hellenic stays, lovelly paint, and beautifully chromed Nervex lugs. Just a neat bike!
Eddie something and Ron Boi were at sometime involved with Cyclery North frames; Eddie later than Ron. There was an article in Winning in the late '80's about the shop.

This looks like it might be one of the frames that the guy who owned the shop on Clark Street, between Albion and North Shore Streets, in Chicago was building in the late '70s early '80s. I wanted one, couldn't afford it, so he sold me the Jackson.
