Thankyou but it looks too well formed to be something the cable end is dipped in; they are always the same size as the aluminum ones too..Some have a round lip edge or collar on the open edge I think.I have seen the tool dip and would imagine that would work fine. Good Idea though and I will try it if nobody can solve the Mystery..

That's because you've never bought a bike from any place I've worked. Most likely what this is liquid latex from a tube. Just unscrew the top of the tube and dip the cable end, DON'T SQUEEZE THE TUBE.
