You're right, though I think his greatest period of activity was the '50s and '60s. He was a big macher (prez?) in the IBTS (International Bicycle Touring Society) and indeed one of the leading lights of the U.S. cycling scene before the '70s Bike Boom turned cycle touring into a mass activity.
I believe the touring scene he was involved with was largely based on trips to Europe with groups of well-to-do professional types who had gotten the touring bug during WW2. He used to write a lot for Bicycling![sic]
