Nope, as a native I can tell you calling it "the City" was 100% acceptable.
Calling it Frisco, on the other hand, pretty much labeled you as a low life
outsider. (Don't yell at me, I didn't make this up, it's just an observation)
Hell's Angels and some other types you may or may not have wanted (or want)
to have your sister date, called (call) it "Frisco".
