Phil's are very French oriented. I have a set I bought new for my new (1983-4 vintage) Rene Herse. As a French enthusiast you must know of Phil's cousin "Phillipe" who made stems and bars in France. The connection is of course clear now.
On the Phil hubs, before attempting anything you do need the Phil Wood replacement axle kit with bearings. Then you need the Phil Wood Axle installation tool, exacto knife, Loctite bearing adhesive and the Loctite prep pray to prepare the surface and oh yes; INSTRUCTIONS.
Without the above it is quick and easy, without these items it is impossible to reliably fix. Phil will fix, repair upgrade and replace most vintage equipment quickly and inexpensively.
