Hi Jonathan,

A good resource for info on Raleighs is the Retro Raleighs web site, which I use as my home page. http://www.speakeasy.org/~tabula/raleigh/ You can find a handful of partial catalogs in pdf form. The 1978 catalog says that the Pro came with Mavic sprint (i.e. tubular) rims. It also mentions Imperforable Seta (silk) tires, which were some of the nicest types of tyres to ever ride on! It shows and mentions the use of low flange hubs, so you'll be using the right thing. No idea whether the hi-lo hubs were good or not. They were rather novel, which explains some of the popularity of them. In practice, flange size is not very important, other than for aesthetic preferences. Sounds like a great bike! Will you be posting pictures in the future??
