These look like the double-drilled Schwinn Paramount hubs from about 1978-1980 or so. Schwinn was unhappy with Campy's chamfering, so they re-chamfered the spoke holes, then didn't like the results, so they re-drilled another complete set of holes. Some were probably done for 13-gauge spokes on Paramount tandems - hence the tandem reference.

The skewers may be early curved CPSC ones done by Campy, or they may have been curved by Schwinn or someone else.....
