What I have seen happen with plugs in the steerer is the tube rusting through at the top of the plug where the water collects.

Also, there are two styles of plugs: One, a 3" section of wood dowel inserted at the bottom of the steerer to keep the fork together if the steerer breaks at the fork crown or two, a piece of cork in bottom of steerer to keep grit from collecting inside that flies up from tire.
