Will the stack height reduce if I put in loose balls ?

No (If it does, something's gone VERY wrong).

If it the fork is too short and you really want to use this headset, the only real choice is to find a fork with a longer column. This is probably not realistic. There are two other choices, but again neither is too appealing

1) find an NR or SR track headset. They are a little shorter. Not really "correct" for road and it's never cheap to buy another vintage Campy headset.

2) If the Campy comes really close to fitting, you could mill down the head tbe just a touch. Really not recommended though, since you are addressing one bit of over-cutting (to the fork) with another (to the head tube.

My sympathy. I bought a new frame last fall and the fork it came with was just a bit too short. I was depressed for days. Ultimately a friend provided an even nicer fork from the same manufacturer and all he asked in return was some parts that I didn't really need anyway.

BTW, if you need a chromed Daccordi fork with a column that is just a touch short for a 59 cm (ctc) frame, I have one
