Drill a hole at the bottom of the crack and make sure to use a
correct sized post that extends about an inch below the whole and
you're set. This is not an uncommon crack on frames with the wrong
sized seatpost or that were reamed too much. I've "repaired" a few
like using that method. For the right price on this Quinn frame you
really can't go wrong even if you have to replace the tube.
