That looks almost like an accessory water bottle cage holder that Tandems East sells. It allows two cages on one set of holes, and moves the bottles closer to the stoker.

1. Since when does a track bike have brake cable guides on the top tube?

2. Is this a real Campagnolo double-sided rear track hub?
