It's the cool ribbed stuff, just like the drawer full I threw away a few years back. I must say my mind too is boggled. I thought the stuff was kinda neat but the ribbing deteriorated easily. I have a Rudge with this housing so I guess if I ever want to replace the housing I'll have to pay more than I did for the whole bike.
