Mark,
I don't know a whole lot about Paramounts so I can't shed any light on the extra long top tube. Being a squirt myself, I have upon occassion had to fit a short stem to a bike with a long top tube and it has always worked OK for me. Once the bike is between your legs it's often unnoticable. Try the longer one first and see what you think. You can also slide the saddle forward a bit to shorten the reach. It may all just work out.
