I pay for the shipping. And in 26 years of Army life I never once saw or heard of anyone shipping something personal on a government bill of lading. I don't doubt that it happens, but I've never seen it happen. I am using the corporate FedEx account for the 2 day shipments and I can assure you that their corporate rates across the board are significantly different from what they charge the masses. It costs $4.17 for me to ship a small, under 2 pound package which would cost me more with USPS and I get the 2 day service!! I don't know about UPS as we don't use them at work.
