As the pivot arm and the pivot shaft wear, the pivot arm moves farther and farther back, trying to work its way off the end of the pivot shaft. Not a good situation. The circlip prevents this condition from developing.

Sometimes changes are made to fix existing problems rather than changes made for phony safety concerns.
