It could be either, or another possibility - a cracked BB shell, which I think I do see in the photo, though it's not a good enough close-up to say anything for sure. It'll often be a combo of two of the above, or even all three.

Dicey and possibly expensive to fix whichever it is. Is the builder still in business? Many builders would fix that under warranty, even for someone other than the original owner. I wonder if Strnad has been asked? Seller might just be assuming it isn't under warranty, when in fact it is.

Nit-pick department: It is decaled as EL-OS, not EL as the seller says. Can't tell from the photos which it is, but those are different tube sets, so either the seller or the guy who put the decal on is slightly wrong. Either one is good steel, but probably off-topic - I think they came out in the early 90s
