My friend Dave Levy of Ti Cycles (dave@ticycles.com) has repaired at least a few Teledynes. He could graft a Paragon or some such Ti derailleur hanger onto your dropout and I bet he could make it look original enough to fool all but the experts. His workmanship is great and price reasonable. (He also has his own personal Teledyne to look at, for matching up the look)

Fabbing Ti just isn't as hard as a lot of people think. With a pile o' Ti junk from Boeing Surplus, a vise, a drill, tap, hacksaw and beltsander, I could make you that part in an hour. Using a pre-made Paragon would just be faster, and it'd be 6/4 alloy, lots stronger than the pure titanium your original part was made of.
