Maybe Brian or one of the other restoration pro will correct me but. . . I don't think there is anything you can do beyond re-chroming the frame or part of it to save the chrome. Once the chrome starts to flake that's it. The only thing you can do and I've seen some crusier folk do it is remove the flaking chrome and shine up the steel around the chrome and clearcoat over it. Some of the chrome might stat to flake again but that's life. It sounds like the frame wasn't prepped for the chrome very well.

This is one of the problems I've seem with too many show bikes. Lots times show bikes are really thrown together at the last minute and the quality suffers. The mindset of the builder is that it only needs to look great for 3 days, not ride well or last for years. One of my favorite things to look for at shows are the blems and mistakes. They're not really obvious unless you know what you're looking for. This isn't the case of all show bikes, but I've seen enough that I'd be wary of buying a "show" bike. I can't tell you how many times I've heard, "That'll be fixed for production." Anyone else notice these
things?
