"The finish is overall very good, and can be touched up. The problem is that the chrome plating on the head lugs has peeled off in places. Naturally, I would rather not refinish the bike to deal with this problem"

There used to be a product called Metal Treat that prepared chrome for paint (presumably making it porous for paint adherence, but not visibly porous). If still availiable, or similar product exists, you might use it and touchup with one of the fake chrome paints. It is possible to paint over chrome with a similar but slightly duller looking paint-I did on some art deco chairs many years ago. While not as bright as chrome, nor as dull as aluminum, it held up surprisingly well for many years, even on the sections rubbing on the floor.I would imagine that some of the "fake chrome paints of today look more like the real thing. Really you have hit upon the one thing I don't like about chrome, you can't redo it as easily as touching up paint. I would practice on some noncritical piece and see if you like the look.Hope this helps
