In general I'd have to agree with David, but the PacNW is much kinder to steel frames than Santa Barbara. ALL my steel bikes and parts have rust on them now. I'd never seen this in almost 10 years in Seattle. It's the salt air and the fact that they're rarely further than a mile from the Pacific ocean. I've seen quite a few "rusted through" frames here. Either way it's really not too much of a problem since even rust under chrome is pretty obvious if you look closely.
