They were pretty much the equivalent of the frames that Redkay and Kellogg built under their own names: IMHO very nice. Ross started out here on Long Island and then moved to Allentown, Pa. They were mimicking the Paramount program when they started the Signature series. I think Redkay built them first, then Kellogg. Later there were mid range Japanese imports that were badged Signature...

Ross went belly up in the late 80's and was bought out by Rand International, an importer of mass merchant bikes on Long Island. The new Ross ran an ad in the trades for a frame builder to resurrect the Signature line. I responded to that ad, and in spite of being only a hobby builder, got the job. It is a long story but suffice to say I didn't stay long.... They had a cool show bike kicking around there that I wish I had snagged. It was a white Kellogg Signature track bike with Dura-Ace 10. It even had some nice Masi inspired fluted top eyes...
