Here's the scoop:
Tom Kellogg and Jim Redcay both built for Ross in a special shop. See

Beware, not all Ross Signatures are the handbuilt bikes. The cheaper
ones have a two color paint scheme, the handbuilts a solid scheme. Tom's
associate Jeff also worked for Ross. Redcay built me two bikes prior to Ross
and said at the time he needed the financial stability and benefits of a
corporate deal. Tom has told me some stories when Spectrum refinished my
Redcay- Ross was not quite the answer to their financial and stability
dreams.
The bikes are very nice. Clean and classic. If anyone wants a 54-55 cm
Signature I know where one is and will get details. The price would be
reasonable.
