I generally find it hard to tell the year of 'Track Frames' but the fork crown makes me think late 70's (at the earliest) to late 80's? I have owned four Bertins (no track frames however) which were all 531 frames from the early 70's, and they all had 531 stickers on the top portion of the seat tube. This frame does not, but that doesn't prove much except that it doesn't have a 531 sticker!!!
Can't help you with your question as to the legitimacy of the auction. Perhaps just more eBay "strangeness?"
