When that page popped up a couple days ago, I said "That's a Mercian." My guess, and this is strictly a guess, is that these frames are built and painted by Mercian and sold through the company here. This would also explain the 531 tubes. Personally, I don't see this as any different than the modern Motobecanes or Masis that we've raked over the coals ad nauseam here. The one saving grace of these folks cashing in on an old name is the original and new Lamberts were both built in England.
