Maybe consider those Nitto Technomic Stems esp the 26.0 Clamp 225 mm quill or the more "conservative" 190mm quill Nitto stems can get the bars way up there while maintaining the classic look.Some use the Nitto dirt drops too You'll never go back Sheldon Brown or http://www.rivendellbicycles.com/webalog/handlebars_stems_tape/

If you go for the 225 quill you may not be able to get them low enough. I have the 190mm deluxe. Various reaches available.Other listmembers recommended them to me.They are pretty too! But if you have Cinelli 26.4 mm bars you have to adapt or change the bars to go with 26mm.

Actually, I'm pretty sure Mercian will provide an extended headtube like Rivendell at a reasonable additional cost, and of course make the fork to match.
