If he's just slightly ignorant about proper frame fit and not arrogant, you might be able to reason with him... After you point out the poor frame fit, show him the actual costs of repaint, decals, etc., plus any components that need replacing. Add it all up, then add it to what you're offering. That total is what he could legitimately pay for another bike, and still be ahead on the actual labor he'd have to expend restoring the Paramount
But here's the deal-closer: If the guy's not riding anymore, and hasn't ridden in awhile... Borrow a NEW bike of reasonable quality in his size, take it to him and let him ride it around the block. If he's just an average guy, and not a vintage bike nut like us, as soon as he tries index shifting he'll probably want a new bike anyway!
