First I'd ask if you're sure it's a "road" bike. The Bianchi U-race headset was also used on town bikes. My guess is that you have a town bike designed for upright bars. One way to tell is to look at the top tube length. If the TT is 1" or more longer than the ST, this isn't a an absolute but a rule of thumb. The rear spacing says coster brake or single-speed hub to me. I really can't tell you more without pictures.
