Yes, I have a couple of 22.0 Cinelli stems, but they were pretty hard to find in the early 70's at least in the US. I think most people just sanded down 22.2s or forced them in. TTT made 22.0s also, and I have some beautiful Fiamme 22.0 stems - only Fiamme stems I've ever seen. The old Cinelli bars, at least the alloy road bars, were 26.4.
