I think you may have the road race frame. The "no eyelet" fashion didn't start until the 70s. Before then, race bikes had fender clearance and fender eyes because racers would use fenders in the off-season. If you find one from that era without eyelets, it would be because someone cut them off. The apparent "touring" geometry was because races were frequently on unpaved roads, or worse, on "pave".
