In a word, YES. ;-) I wouldn't touch these with the proverbial 10 ft. pole. No feedback and has been an ebay member for 5 days??? I wouldn't consider it if he lived in the next town, let alone Eastern Europe. Send him money Western Union and you don't have a snowball's chance of getting it back if something goes wrong. Suit yourself, but surely there are other things that you like on ebay that are less risky. My 2 cents. YMMV.
