Charles,

With a 650c wheel the BB might be rather low. Don't know if the brakes would reach the rims. You could ask the seller if a set of 700c wheels will fit in the frame. Clearance for the front wheel, able to get a rear wheel in? Everything might be long enough. I wonder if the frame is dimensionally different from an equevelent period and size standard Cinelli?
