Olmo also used that style of lugs. I have seen several bikes from the late 1950s-early 1960s with similar lugwork.
All three would likely have had headtube badges. Is there any evidence of screw holes in the headtube?
It seems that, in Italy, internal brake routing was more common on "city bikes" during that era. Possibly this bike started life as a city bike, with the upright bars switched to drop bars.
