After hearing the available options, I went to a local travel agency, and they charge $5.00 plus about nine percent to change currency. They had Euros, Pounds Sterling, Canadian Dollars, and Yen on hand; others would take 24 hour to obtain, they said. They would issue an IMO for an additional $10 fee (no thanks...).
I ended up paying about 14% to get 100 Euros in cash - not too bad overall I guess, and I was able to get the cash in one short trip. These Euro Banknotes look very different from other European currency (I'd never seen any Euro notes before today).
Thanks to all that offered advice and suggestions.
