Looks like my old Bottecchia (circa 1973) when I stripped off the paint and rode around with an unpainted bare (chrome) frame. The areas around the seat lug and BB were not that polished (or plated) under the paint like this blurry photo of the mystery bike. It also had a full compliment of clamp-on components like this one.
