My Raleighs and Schwinn's (mid price range) run that way. 241/2 and 251/2 inch frames with what works out to be 57-58 toptubes. Just the way it was done I guess. They all seem to be wishing for the seatube to be layed back a bit so that the Brooks wouldn't have to be slid all the way back on the post.
