Maybe I'm missing something but I don't see how this could be applied to a head tube - I think the seller may be mistaken. It looks more like a crank or fork blade straightener. Or maybe a mandrel (not shown) goes through the headtube and this tool applies leverage to the mandrel? If you did apply it to a head tube the tube would be crushed before any useful bending occurred. The Park website doesn't list a HTS-1, so this may be a discontinued item.

The seller has a bunch of other bike shop tools up for auction ending soon. Check out the "LAMNAGNOLO 3 3/4" TOOL": http://ebay.com/<blah> It's a Campy chainring bolt spanner but the seller doesn't know that; says it "must be designed for something" and repeats the LAMNAGNOLO spelling in the description, so it isn't just a typo - I think the guy has never heard of Campy. Not that there's anything wrong with that, he or she is probably a wonderful person, just don't expect a lot of bicycle expertise.
