I had the same problem with a Merckx frame before I realized that the cable was supposed to go straight through the top tube without housing. The braze ons were on top of the tube at the front and at the underside of the top tube at the rear end forming a straight line. The common cable housing end plugs fitted nicely. A slighter newer Merkx frame I fiddled around with at the same time had the normal routing with housing through the top tube.

I have an old Lotus frame from the early 80's with top-tube cable routing. The problem is that I can't seem to find brake cables that will fit inside the braze-ons - everything is too big. I wish I'd checked this before I had an expensive new paint job applied. If anyone has any suggestions on small-diameter housing brake cables, please contact me off-list. I hope to avoid having to replace the old braze-ons and the resultant repainting (hopefully partial).
