I don't know much about Talbot building bicycles, but Talbot of London was sold by STD Motors Ltd. (Sunbeam-Talbot-Darracq) to Rootes Group in January 1935. As far as I know, the Talbot name was phased out soon thereafter, at least as far as the British side of the marque. This would imply that if the bike was indeed manufactured by Talbot it would have been prior to or just after the sale.
BTW, the "other half" of Talbot, Talbot of Suresnes (a western suburb of Paris) was sold later in 1935 to Antony Lago, who continued to manufacture Talbot-Lagos until well after WWII. They were quite successful in both Grand Prix and sports car racing, and today any Talbot-Lago is highly prized by the vintage car crowd.
