Yes, I agree with Raoul. A cheap ALL steel hub from the 70s. However Sheffield is a brand name, not the manufacturer's name, and the hub (along with Sheffield pedals) is made in Italy by a company named NOLI.

My guess on the reason for an Italian component with the English name is that in the 1920s and before, English parts were world renown for their quality. Example of how things change over the years: in the 1980s, the stainless steel pedals and cleats made in England with the Italian name of Barelli.
