"Oppy" toe clips were a registered design (produced by the Cyclo Gear Co. in Birmingham, England from around the mid 1930s. As mentioned already, named after the Australian rider, Hubert 'Oppy' Opperman . Louis Camillis, the MD for Cyclo, first applied to patent them in the UK in 1935 - specifically October 24th. and under the application number 29324/35 (you've either misread the clips you have or it's a bad stamping). They were awarded the full patent status on 30 December 1936 under the GB patent number 458,949. Oppy of course himself rode using them - at least he did in the publicity shots - as early as 1934 on BSA's equipped with other Cyclo equipment. 'Oppy' spent a lot of time in the UK, in the mid 30s collecting along the way, an impressive amount of British and World records, many of which were distance events like the 24hrs and 1000 Km.
