Subject: [CR]Any way of telling age on an Armstrong?

I'm working on an Armstrong for a customer, and we were wondering how old it is. It has no model name, but looks pretty average. The williams cranks are 1962, but with the bb spindle that's in now, (also 62) things just don't seem right. There's almost no clearance for the left crankarm, so the loose cup made it hit the chainstay There's an oil port on the Bb shell, but there isn't a metal sleeve for the bottom bracket like the only other bike I've worked on with an oil port.

The serial # is 219790E, and It has Resilion hubs, and Cyclo Benelux gears- The red white and blue model that I can't remember the name of just now.

This is probably too vague, but if the SN can help that would be great.
