I have to agree it's an odd color, for any Raleigh. Try to get closeup photos of the decals on the downtube and toptube. And the headbadge. And a serial number. Could be a repaint, which also adds the possibility of incorrect vintage decals. Could be a Raleigh USA headbadge but I don't think they would have had the chrome on them. Lugwork looks too good for early 70s, but chrome was disappearing by the mid/late 70s, and early 80s. Raleigh UK was still chroming some models into the early 80s, but I'm not familiar with all the models. There are a couple Raleigh UK catalogs from the early 80s on Bulgier's site you might look at.
